Law 10 — Determining the Outcome of a Match

When a goal is scored and how a tie is broken. Kicks from the penalty mark carry a good share of exam questions, especially the rules on equal numbers.

Goal scored

A goal is scored when the whole of the ball passes over the goal line, between the posts and under the crossbar, provided no offence has been committed by the scoring team.

Kicks from the penalty mark: equal numbers

Both teams must take kicks with the same number of players. If one team has more, it must reduce to equal numbers and inform the referee of the name and number of each excluded player.

Injured goalkeeper

If the goalkeeper is injured during the kicks and cannot continue, they may be replaced by a named substitute if the team has not used all its substitutions.

Order of kicks

Teams take kicks alternately. All eligible players must take a kick before any player can take a second kick.

Cautions

Yellow cards shown during the match are not carried forward into kicks from the penalty mark. A player cautioned in the match and cautioned in the kicks is not sent off for a second caution.
